Transforming Asia into a Premier Global ICT Destination

Propelled by the demands of a globalized knowledge-based economy and encouraged by the 12th ASEAN Summit held in Cebu in January 2007, the Cebu Chamber of Commerce and Industry (CCCI) finds itself in the privileged position of playing host to a pioneering encounter among leaders from Asia's ICT industry.

For the second time, CCCI will be a host of an international conference and exhibition - Cebu ICT 2007 - focusing on the fast-paced field of information and communications technology (ICT) and business process outsourcing (BPO). The objective is to provide a venue that will bring together significant stakeholders from the ICT capitals of Asia - Thailand, Indonesia, Malaysia, Vietnam, Singapore, Hong Kong, South Korea, Taiwan, Japan, China, and India - to discuss their vision for sustaining and accelerating the transformation of Asia into the world's premiere IT investment destination and global outsourcing center.

The conference will take place June 26-28, and will feature top executives from the world's leading ICT and BPO firms, suppliers, and associations as speakers and panelists in plenary sessions June 26 at Shangri-La's Mactan Island Resort & Spa. A three-day exhibition will run concurrent to a series of related meetings and activities, including a Summit of Asian ICT Leaders, Regional Meetings of Implementing Partners, an Asian ICT Quiz Show & Web Design Competition, a Business Plan Competition for ICT Entrepreneurs, and a Job Fair for the ICT and IT-Enabled Services Industry. Twelve breakout tracks on technology and business will also be offered June 27.

Cebu ICT 2007 is being organized with the support of the Department of Foreign Affairs (DFA), Department of Trade and Industry (DTI), and Bureau of Investments (BOI), and in collaboration with the Philippine Chamber of Commerce and Industry (PCCI) and Commission on Information and Communications Technology (CICT). The initiative aspires to help harness the Asian potential in the vital frontier of innovation ecosystem advancement, investment promotion, and human capital development through ground-breaking, regional collaboration.

The two-day conference will provide a unique opportunity to interface with a cross section of international speakers from business, government, education, and media to discuss the ICT/BPO vision of each of the participating Asian countries; their experiences in the past decade of ICT promotion and development; and, the innovation model from which they base the advancement of their ICT industry. Conference Program, International Speakers & Technology Breakout Sessions

The Asian countries could thus qualify how together they would be able to strategically harness their individual strengths and weaknesses for improved global competitiveness within the context of a knowledge-based Asian economy.

Asian Summit of IT Leaders

In the spirit of cooperation, each participating country shall be assigned a topic to be delivered during the Breakout Sessions focusing on Individual Country Vision, Experiences, and Development Model, highlighting strengths, limitations, and suggested areas for collaboration.

Apart from the plenary sessions, a unique feature of the event is the holding of the first Summit of Asian IT Leaders which shall elaborate the road map for collaboration among the participating Asian countries in the following areas:

1. Investment Promotion via international conferences and exhibition and trade missions;
2. Innovation Ecosystem Advancement via sharing of experiences and development models for first tier to 2nd
tier ICT hubs; and,
3. Human Capital Development via an Asia-wide effort to standardize curriculum, training, and competency
certification in IT-related courses and jobs.
4. Digital Inclusion Intervention via sharing of experiences and developmental thrusts in cooperation with the
leaders of ICT4Development Symposium.

Regional Meeting of Corporate Implementing Partners in Support of the Asian Vision

Cebu ICT 2007 shall be the venue and host of Regional Meetings of Corporate Implementing Partners to engage in "region-oriented" planning relevant to supporting an Asian vision of collaboration in the Innovation Ecosystem Advancement in each of the participating countries, highlighting current trends and significant milestones in ICT.

Special Focus on Establishing the Asian Circuit of International Conferences & Exhibitions

Each participating country is currently regularly organizing international conferences and exhibitions featuring various ICT sub-sectors. These events could be rationalized into an "Asian Circuit" of International ICT Conferences & Exhibition, with coordinated schedules and focus. Through this arrangement, an Asia-wide thrust of mutual support of individual country IT events is thus facilitated. Inter-country and global trade and investment promotions in ICT are likewise greatly enhanced. The CCCI will be in the forefront of this initiative beginning with exploratory discussions, pursuit of inter-country road show and special visits, exchange of relevant plans and programs, organization of marketing and promotional tours, and eventual drafting of the pertinent terms of reference (TOR) to serve as the basis for the institutionalization of the "Asian Circuit of ICT Events".

Asia IT Quiz Show & Website Design Competition

For the very first time in Asia, Cebu ICT 2007 will be the venue of the "1st Asia IT Quiz Show & Website Design Competition." Participating Asian countries shall be invited to send at least three candidates from among the cream of the crop in their harvest of most recent ICT graduates to compete with their Asian neighbors in various IT quiz and website design competition categories.

ICT SME Business Plan Competition

For this year, this competition shall be open only to Cebu ICT SME's, being the first such effort to be organized as an integral part of the Cebu Business Month. This activity is in line with Cebu Chamber's CBM-SME Committee's move to "strengthen the base" of the IT businesses in Cebu to ensure long-term competitiveness among its local ICT players.

Training & Participation of Philippine Commercial Attaches

An equally important aspect of the Cebu ICT 2007 is the conduct of a special training on ICT Trade & Investment Promotion session exclusively for the Philippine Commercial Attaches residing in the participating Asian countries. In this way, the implementation of the recommendations generated by Cebu ICT 2007 is ensured, specifically in the concerted effort to advance the landmark collaboration resulting from the Asian Summit of IT Leaders.

Tech Jobs Fair

A two-day job fair will be held concurrent to the business sessions and exhibits. The objectives are to highlight the IT and ITES sectors as key economic drivers by showcasing their employment and career opportunities; to provide a professional venue where global organizations in IT and ITES can meet tech professionals; and to generate employment for visitors. Activities will include employer corporate presentations, onsite business meetings between employer and candidate/professional, onsite skills assessment, career talks, and by invitation only networking cocktails.

Panel A: Opportunities & Threats for Asia's Emerging ITES Industry

In the past decade and a half, Asia has emerged as an important center for IT-Enabled Services (ITES). In India alone, ITES services - software, contact center, BPO, medical and legal transcription, design and engineering, animation and creative - are estimated to generate revenues of approximately US$18 billion annually. Although estimates vary, the Philippines generates between $2 and $3 billion annually in ICT/ITES services. Other Asian nations, including China, Malaysia, and Vietnam, are quickly becoming important ITES centers. In each of these countries, ITES sectors are growing rapidly, up to 100 percent annually. This rapid growth provides many benefits: efficient job generation, more high-paying jobs, growth in support industries, increased consumer purchasing, and enhanced, competitively priced communications infrastructure, for instance. But despite this rapid growth, all of Asia represents just four percent of the ITES global market, according to NASSCOM estimates. How can Asia expand its market share? What does the future hold?

Fifteen years ago, India's National Association of Software & Services Companies, or NASSCOM, was just being founded. Ten years ago, as the world began to prepare for a new century, India emerged as an important software services center. Five years ago, India underwent a metamorphosis into a value-added software services provider and R&D center, and began developing other BPO sectors, especially contact centers. The first pioneer contact centers in the Philippines were testing the environment just as outsourcing was becoming an important political issue in North America. Around Asia and the world, developing economies began to examine ICT/ITES as a rapid generator of jobs. Today Asia is the center of the outsourced ICT/ITES universe, and competitors are emerging exponentially. In this environment, what will it take to sustain growth of Asia's ICT/BPO industry?

Panel C: Fostering and Funding Asian Innovation

According to AVCJ Research, private equity and venture capital funds invested almost $45 billion in Asian companies in 2006, and raised another $30 billion for future projects. But most of that investment went to companies in Japan and North Asia's high-tech star, South Korea. But China and India, according to one recent report, are "attracting serious money, too." There are 53 venture capital funds operating in China, and major international investors like Blackstone and Carlyle are active in the market. Intel and Cisco are investing heavily in China. Southeast Asia is also an attractive target, but most investment in Asia overall is plowed into infrastructure and traditional industries, or semiconductor assembly and manufacturing. Just as pressing an issue is the dearth of angel investors prepared to put capital at risk on pure startups. What will it take to foster and fund real high-tech innovation in Asia?

Over a quarter century ago, Ireland began preparing the educational and information infrastructure that has made it an ITES powerhouse today. Now, the country is seeking to extend its gains by developing an original R&D culture. Silicon Valley and other U.S. IT hubs likewise trace their roots to strong educational traditions and world-class communications. India and China boast impressive educational infrastructure of their own, and these countries are moving aggressively to develop state-of-the art communications infrastructure. The model for development seems clear: Create strong educational institutions and provide the tools specialists require to do their work. But is it all that simple? Can everyone follow the same model? And if they do, will global ITES centers be reduced to price-based competition? What are the roles of government and the private sector in nurturing the development of ITES hubs?
