Off the top of my head, here are the benefits for Filipinos if Filipinos can now receive money via PayPal (right now sending is the only enabled feature):

1. Filipino site owners will be able to accept donations via PayPal, and they will be encouraged to improve their sites and offer more value to their customers, users, and visitors.
2. Filipino site owners will be able to participate in more affiliate programs because they will now be receiving their affiliate earnings via PayPal.
3. Filipino online entrepreneurs will be able to participate in more auction sites and sell to an international audience, because they will be able to receive payments via PayPal, which most of the international buyers prefer as mode of payment.
4. Filipino online entrepreneurs will be able to sell to a wider audience on their own sites, and thus, earn more, because they will be able to receive payments via PayPal.
5. As J. Angelo Racoma pointed out, more international employers will be encouraged to outsource freelance work/jobs to Filipinos, because then, the employers will be able to pay Filipino freelancers easily.
6. In other words, echoing J. Angelo Racoma's assertion in the aforementioned article, having a fully functional PayPal for Philippine users will redound to economic benefits for Filipino individuals in particular, and the Philippine economy in general.
